405. Qualifications
(a) The Executive shall be a citizen of the United States, at least 25 years of age
and, for at least five two years immediately preceding election or appointment,
must be a resident and five year registered voter of the County.
The residency requirement severely restricts the pool of qualified applicants and will be seen as reserving the position for a chosen candidate. It is difficult to envision that someone capable of serving competently in this position requires a period of residency to understand the county. The argument could be made that an executive with broader experience would have a clearer view of the problems facing us while being less likely to be beholden to the county's special interests. In any event, the voters should be trusted to make this evaluation.
